Honestly, the best place to start looking for most of those mods is Ebay.

I've done a lot of modding and a good portion of my stuff was bought on Ebay. You could also try a place like http://koreanautoimports.com/elantra-avante-md-2011-2015/?sort=newest. If you aren't mechanically inclined, you could find a local installer.

As far as getting the best mileage, there are so many factors like how much stop and go driving you do. But the best way to maximize gas mileage is to have a light foot on the accelerator.
