I've got a 2001 Elantra Gls And I get around 27 mpg highway and 18 city
Have never had a problem fueling.
Sounds like you have an Evap problem
Sometimes the canister is clogged or the valve won't open
The air has to escape to allow for fuel to enter the gas tank
A clogged Evap canister or stuck valve can cause this problem
Only guessing here.
